The French Parliamentary Permacrisis: The Beginning of a Fresh Governmental Reality
Back in October 2022, as Rishi Sunak assumed office as the UK's leader, he was the fifth consecutive British prime minister to occupy the role in six years.
Unleashed on the UK by Brexit, this represented exceptional governmental instability. So how might we describe what is occurring in the French Republic, now on its fifth premier in 24 months – three of them in the past 10 months?
The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in return for opposition Socialist votes as the cost of his government’s survival.
But it is, at best, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the scale of which it has not witnessed for many years – perhaps not since the start of its Fifth French Republic in 1958 – and from which there seems no easy escape.
Minority Rule
Key background: from the moment Macron called an ill-advised snap general election in 2024, the nation has had a divided assembly separated into three warring blocs – left, far right and his own centrist coalition – none with anything close to a majority.
At the same time, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and deficit are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are nigh.
Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.
In mid-September, the leader named his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he encountered anger from allies and opponents alike.
So much so that the following day, he stepped down. After only 27 days as premier, Lecornu became the briefest-serving prime minister in recent French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.
Another twist in the tale: just hours after Lecornu’s resignation, Macron asked him to stay on for two more days in a last-ditch effort to secure multi-party support – a mission, to put it gently, not without complications.
Next, two of Macron’s former PMs openly criticized the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject all future administrations unless there were snap elections.
Lecornu stuck at his job, engaging with all willing listeners. At the end of his 48 hours, he appeared on television to say he believed “a path still existed” to avoid elections. The president’s office announced the president would name a fresh premier two days later.
Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So recently – with Macron commenting from the wings that the nation's opposing groups were “creating discord” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be suspended until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support censorship votes proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, scheduled for Thursday.
It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”
Changing Political Culture
The problem is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and hardline-right UDR seek his removal.
To succeed, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth unstable premier in two years is, similar to his forerunners, toast.
Most expect this to occur soon. Even if, by an unlikely turn, the divided parliament summons up the collective responsibility to pass a budget by year-end, the outlook afterward look grim.
So is there a way out? Early elections would be unlikely to solve the problem: surveys indicate pretty much every party bar the RN would lose seats, but there would remain no decisive majority. A fresh premier would confront identical numerical challenges.
Another possibility might be for Macron himself to resign. After winning the presidential election, his successor would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.
Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that France’s voters, having chosen a far-right leader, might reconsider giving them parliamentary power.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that decisive majorities are a thing of the past, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Numerous observers believe that cultural shift will not be possible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary.
“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions typical across Europe. The Fifth Republic may well have entered its terminal phase.”
